The enclosed documents are submitted in order to obtain a budget bid. Your response will assist us in controling the scope of the project prior to the production of the actual contract documents and will, addditionaly, allow us an opportunity to interview prospective contractors prior to the commencement of the final drafting and bidding process.
BIDDER'S REPRESENTATION
Each Contractor, in helping us with this process is encouraged to visit the site and familiarize himself with all conditions on or adjacent to the site, under which the work is to be performed.
QUESTIONS
After examining the accompanying documents, you are encouraged to notify the Designer of any discrepancies in, or omissions to any of the documents or any un anticipated site conditions which may adversly impact our proposal. All requests for clarification, updates and additional information should be addressed to the designer and not the owner. This last insures that all bidders will be operating with the same information since it enables us to disseminate the response material in the same fashion to all concearned.
COMPLETENESS OF PROPOSALS
The Proposal Prices shall be for the work as indicated in the Specifications, if included, and/or shown on the Drawings as well as any work indicated or reasonably inferable from any of the Documents provided. Such proposal price(s) shall address all reasonably anticipatable costs , including but not limited to overhead, overtime labor, profit, applicable taxes and insurance.
FORM OF PROPOSAL
Proposals should be submitted with the Bidder's name and address or letterhead in the form indicated in the "Requested Form of Proposal". A more detailed budget form is also attached to assist you in understanding which items we are hoping to pin down with this exercise.

It would be helpful if you could list in your proposal those portions of the work that you plan to subcontract.
SUBSTITUTIONS
The Contractor is encouraged to substitute products which he feels will result in cost savings to the Owner or a higher quality of Construction within the same price range as for the products called out in the submitted material.
CONSIDERATION OF BUDGET NUMBERS
The purpose of this preliminary bid approach is twofold:
1. To allow the homeowner (and the Designer if applicable) to familiarize themselves with the prospective contractors.
2. To asign some preliminary cost figures to the proposed project that will assist us in the finilization of the scope of the project and help us avoid creating a set of contract documents which , when put out for bid, may have only the remotest relationship to the actual available budget.
POST PROPOSAL INFORMATION
It is the usual course of events that subsequent to the return of the requested information we will sit down with you and hone the proposal and try and address any areas where their may be a lack of clarity or where alternate solutions may serve the owner best in trying to undertake this project. Since we have always maintained that the "fit" is just as, if not more, important than the actual numbers this part of the process serves as much more than merely an expectation management session.
